Busan for English teachers: what the second city actually costs and who it suits

Busan runs cheaper than Seoul on paper, but the wage math and the visa paperwork don't work the way most guides claim. Here's what we can actually verify, and where the real numbers live if you want to check them yourself.

We've placed teachers in Busan since 2006, and the same question comes up every intake: is it actually cheaper than Seoul, and does that matter if the job pool is thinner?

Short answer: probably yes on cost, and it depends on you for everything else. Here's what's real and what you need to check yourself before you sign.

What hagwon pay actually is

There's no ministry that sets hagwon salaries. That's the first thing to get straight. The Ministry of Employment and Labor announced the 2026 minimum wage at 10,320 won per hour, up 2.9% from the previous year, with the monthly equivalent at 2,156,880 won on a 209-hour basis. That's the legal floor for any job in Korea, hagwon or not. Anything a recruiter quotes you above that is negotiated, not published anywhere official, and it changes school to school. Don't take a range you read online as a promise. Get the number in your contract.

Public school pay is a separate system, tiered by qualification level and set by each region's Office of Education. For a hagwon offer, the number that matters is the one in your contract; ask us to walk you through how a specific offer compares before you sign.

Rent: real trend, not a real number

We're not going to invent a won figure for a Haeundae studio either, because nobody publishes an average that specific. What we do have is the Korea Real Estate Board's quarterly officetel survey, the body that actually tracks this. In the most recent quarter reported, officetel sale prices nationwide fell 0.30% quarter-on-quarter, jeonse rose 0.09%, and monthly rent rose 0.71%, with the sale-price decline widening in regional cities. Jeonse in regional cities fell 0.22% while rent rose 0.43%, a smaller increase than the national figure. Among individual cities, Busan's officetel sale prices fell 0.84%, the steepest drop of the regional metros surveyed. Sale prices falling while rents hold up or rise is the pattern worth watching; it usually means more people renting instead of buying. For an actual figure on your street, check the Board's own portal at r-one.or.kr, or ask your hagwon what they're currently paying for teacher housing in that district.

The visa quirk, corrected

Here's where a lot of teacher-advice content gets it wrong. Busan's immigration setup is not one office. The main office at 22-1 Chungjang-daero in Jung-gu handles social integration, refugee, investigation, and offense-related matters, while the civil affairs center at 146 Jungang-daero, also in Jung-gu, handles stay status, nationality, visa, and residency work. Both addresses sit in the old downtown core near Nampo-dong, nowhere near the beach districts where most teachers actually live. Budget the extra travel time, and check hikorea.go.kr before you go, since which building handles what has changed before.

What we don't know

We don't have a reliable public count of Busan hagwon job postings versus Seoul ones. We feel the gap every week (fewer listings cross our desk for Busan), but nobody publishes that ratio, so we won't invent one. If job choice matters more to you than the beach, that's a real reason to stay in Seoul.

Who it suits

Busan works if you want lower housing costs than Seoul, a coastal commute, and you're not trying to pick between fifteen offers on the same day. It doesn't work if you need a big expat scene or late-night options outside weekends. The teaching itself (the kids, the workload, whether your director is great or exhausting) is identical to Seoul. Smaller city doesn't mean easier job.

Common questions

Is Busan actually cheaper than Seoul to live in?
The trend data supports it: officetel sale prices in Busan and other regional cities have been falling faster than in Seoul, which usually points to lower housing costs overall, but we don't have one clean "Busan is X% cheaper" number to give you, because no one publishes it that way. Check r-one.or.kr for the district-level data closest to your situation.
Which immigration office do I go to in Busan?
Depends on what you need. Visa, stay status, nationality, and residency matters go to the civil affairs center at 146 Jungang-daero, Jung-gu. Social integration, refugee, and investigation matters go to the main office at 22-1 Chungjang-daero, also in Jung-gu. Confirm on hikorea.go.kr before you go, since these have been reorganized before.
Is hagwon pay in Busan lower than Seoul?
There's no official hagwon pay scale anywhere, in either city, so there's no verified number to compare. What is fixed is the legal minimum wage floor, which is the same nationwide. Everything above that is negotiated school by school.
