What does it mean to be naturalized?

I am a New Zealand citizen and have been living in New Zealand since immigrating. I have been educated in New Zealand since the age of 8, having completed a Bachelor's and a Postgraduate Degree. Do I qualify?

The Immigration Bureau website states that eligibility to an E-2 (Foreign Language Teaching) visa needs to meet certain qualifications set by the Justice minister.

What are these "qualifications" and where can I find such criteria?
