To whom it may concern,

I am a Costa Rican Citizen, but my mother is American hence my native language is english, I was brought up in a completely bilingual home (english and spanish) and work in an International Organization where most of my assignments and projects are in english and I also attended college for one year in New York, United States. I have a B.A. in Collective Communication Sciences emphasis in Journalism and have taught english to gradeschool aged children in Costa Rica. Could I apply for the ESL teaching program? Does my citizenship automatically unabble me to participate?
