Yes, you can have your degree notarized by the KCUE. In regards to US background checks, you will need an FBI check as state checks are no longer accepted. You can get fingerprinted in Korea and request your FBI check from Korea (see FBI website for forms), but you will need to have it mailed to a US address - and then get it apostilled in the US. Also, FBI checks typically take around nine weeks to receive.
