I heard from the Korean embassy in London that the first time someone appllies for an E2 visa this must be done in their home country? The rules have changed in the last year and this would mean that someone going to Korea on a tourist visa wouldnt be able to do the Japan visa run if it was their first time to request E2 visa.

What is the current situation n this?
